CHAMPIONSHIP

Eligibility

Entries are open to male amateur golfers who: (1) will not have reached their eighteenth birthday by midnight of July 28, 2007 and (2) have an up-to-date men’s Handicap Index® not exceeding 6.4 under the USGA Handicap System™. A Handicap Index must be issued from a “golf club” (as defined in the “USGA Handicap System” manual) which is licensed to use the USGA Handicap System. Players seeking a golf cart due to disability may only submit a written entry and may not file an entry via the Internet (see Transportation). Players requesting permission to use items on the List of Equipment permitted conditionally for medical reasons, please refer to www.usga.org/equipment/medical/general_guidelines.html for details.

Entries are subject to rejection at any time (including during the Championship) by the USGA. The reason for rejection may include unbecoming conduct.

Age: Players are required to list their ages and dates of birth on all USGA entry forms.

In addition to listing their ages, all players must also list a parent/guardian and family physician with the appropriate phone numbers. The application must also be signed by the same parent/guardian. An Internet entry for a minor must be submitted by the parent/guardian. Failure to comply with the requirements set forth in this paragraph will result in rejection of the entry.

Amateur Status: All players must conform with the “USGA Rules of Amateur Status” as specified in “The Rules of Golf.”

Entries: Form, Fee, Closing Date

All players, including those exempt, must complete an entry application (form attached). A parent/guardian may file an entry online on behalf of a player at the USGA website (www.usga.org) or download the form for mailing. Only those players for whom blank entries are filed by the USGA as noted in the section on exemptions will not be required to submit entry applications. Only one entry may be filed per player. The USGA reserves the right to disqualify anyone who submits more than one entry.

Entry fee of $25 must be paid by every player. Entry fee will be refunded regardless of reason if the USGA (908-234-2300) is notified before the close of entries. After the close of entries, fee will be refunded in the event of injury or illness, if requested by July 23. No refund for any reason after July 23. A $10 service charge will be deducted from all refunds.

ENTRY APPLICATIONS MUST BE RECEIVED BY USGA NO LATER THAN 5 P.M. E.D.T on WEDNESDAY, JUNE 6, 2007

Online entry applications can be completed at www.usga.org/champs/apply.
Applications which are received late or without signature of parent or guardian are not acceptable and will be automatically rejected. (Entries by telephone, telegraph or FAX are not acceptable.) Time limit for entries means time of receipt at USGA (not time entry is sent to USGA). Entries should be submitted early to allow ample time for delay or error in transmission. The risk of delay or error in transmission lies solely with the entrant and the USGA will have no liability with respect to any such delay or error and the consequences therefrom, including rejection of the entry.

Schedule

Competition will be in three stages:

1. Sectional Qualifying -36 hole stroke play for all except exempt players listed herein. (Note: Because of the size of the field, an 18 hole cut may be necessary at some Sectional Qualifying locations. This may not be possible to determine until after entries close.) Schedule inside.

2. Championship -156 players eligible, including exempt players.

(A) STROKE PLAY - 36 holes stroke play to determine 64 qualifiers for match play. All sectional qualifiers and exempt players must compete. A tie for last qualifier's place will be decided immediately by a hole-by-hole play-off.

MONDAY, JULY 23: First round, 18 holes.
TUESDAY, JULY 24: Second round, 18 holes.

(B) MATCH PLAY - General numerical draw will be used. For purposes of determining places in the draw, ties in qualifying rounds will be decided by a blind draw, except that places of those participating in a play-off will be determined by the order on the public scoreboard summary and by performance in the play-off.

Wednesday, July 25: A.M. - First round, 18 holes.
Thursday, July 26: A.M. - Second round, 18 holes.
P.M. - Third round, 18 holes.
Friday, July 27: A.M. - Quarterfinal round, 18 holes.
P.M. - Semifinal round, 18 holes.
Saturday, July 28: A.M. - Final, 36 holes.

In the event of a tied match, (a) the winner will be decided immediately by a hole-by-hole play-off and (b) the stipulated round is deemed to extend to as many holes as are required for a match to be won.

Prizes

CHAMPIONSHIP

WINNER: Gold medal and custody of the Championship trophy for the ensuing year, subject to such conditions as USGA may establish.

RUNNER-UP: Silver medal.

OTHER SEMIFINALISTS: Bronze medals.

LOWEST QUALIFYING SCORER: Bronze medal; if a tie, duplicate medals will be awarded.

NO OTHER REMUNERATION: By his application, the player acknowledges that he is not entitled to remuneration of any kind for participation in the Championship other than prizes above.

SECTIONAL QUALIFYING

LOWEST SCORER FOR 36 HOLES IN EACH LOCATION: Silver medal; if a tie, duplicate medals will be awarded.

Expenses

If a player did not graduate from secondary school prior to September 1, 2006, he may accept outside help with his expenses under Rule 4-2b of the “USGA Rules of Amateur Status,” otherwise Rule 4-2c applies.

Rules of Golf; Close of Competition

Play will be governed by “The Rules of Golf” as approved by the USGA. Questions will be settled by the on-site Rules Committee, whose decision will be final. The result of each match is deemed to be officially announced when the result has been posted on the public scoreboard and approved by the Committee. The competition is deemed to be closed when the Championship trophy has been presented.

Golf Balls; Driver Heads

Only brands of golf balls on the most current USGA List of Conforming Golf Balls and driver heads on the most current USGA List of Conforming Driver Heads may be used. These lists are updated and may be found on the USGA website at www.usga.org or by contacting the USGA Technical Department at (908) 234-2300. The so-called "One-Ball Rule," the optional condition prescribed in “Appendix I” of “The Rules of Golf,” will be in effect.

Footwear

It is a condition of the competition, including at all qualifying sites and the Championship proper, that shoes with traditionally-designed spikes (regardless of composition, i.e., ceramic, plastic, etc.) or spikes, regardless of design, comprised either entirely or partially of metal (if such metal may come in contact with the course) are prohibited during the stipulated round. Penalty for breach of this condition: DISQUALIFICATION

Caddies

Qualifying Rounds-A player may provide his own caddie. If he wishes to have the host club furnish a caddie, he should ask the Official in Charge because sufficient caddies may not be available at the host club.

Championship proper-A player may provide his own caddie. If he wishes to have a caddie provided to him by the host club, he must complete the information as outlined in the Memorandum to Players which he will receive once his eligibility for the Championship is confirmed.

EXCEPTION: A player may not use a parent, step parent, or guardian as a caddie during Sectional Qualifying or the Championship proper.

PENALTY: See penalty clause for breach of the condition prescribed in “Appendix I;” Part C; Section 3 of “The Rules of Golf.”

A player is not required to employ a caddie for any stage of the Championship.

Transportation

Players must walk at all times during a stipulated round. The optional condition prescribed in Appendix I of The Rules of Golf will be in effect.

Anyone (player or caddie) seeking a golf cart due to a disability as defined under the Americans With Disabilities Act (ADA) should log onto www.usga.org/champs/ada or contact the USGA at (908) 234-2300 to obtain information on procedures for submitting such requests. All such requests and required information must be submitted to the USGA simultaneously and together with the original entry application in writing, and received by the USGA no later than 5:00 p.m., Wednesday, June 6, 2007. Facsimile, phone or on-line submissions not accepted. Requests due to temporary injuries or impairments that do not qualify as a permanent disability under the ADA will not be granted. In the event of a change in medical condition subsequent to submission of entry application, written submission of all documentation must be received by USGA no later than 7 days before event. At certain qualifying sites, there may be carts available only for caddies on a first-come, first-served basis (See schedule). Cart availability for caddies during the Championship proper or for players at any stage are available only for those who are ADA-qualified and who have complied with the above procedures.

Time of Starting

The optional condition for time of starting prescribed in “Appendix I” of “The Rules of Golf” will be in effect.

Publicity and Promotion; Broadcasting

The USGA may arrange for (i) promotion of the Championship, for radio and television broadcasting and other exhibition and publication of the Championship or excerpts thereof in various media, including so-called "online" or "new media" and (ii) the design, manufacture and sale of merchandise which commemorates or memorializes the Championship throughout the world. By this application, the player consents to the use by the USGA, or persons authorized by the USGA, of his name, likeness, voice and references to him and photographs and other images of him and his play connected with his appearance in the Championship, or any portion(s) thereof, in connection with such media promotion, broadcasting and other exhibition and publication of the Championship and design, manufacture and sale of commemorative merchandise. The USGA may utilize the rights granted it hereunder in connection with the promotion and/or commemoration of the 2007 Championship as well as future Championships, other USGA Championships and the USGA.

The cooperation of players with authorized representatives of the media is required, provided that no pre-Championship activities outside of those activities which are part of the Championship will be required and provided that the player's Championship play is not unreasonably interfered with.

Registration at Boone Valley Golf Club

By 2 PM. on SATURDAY, JULY 21, eligible players must:

1. Register in person at Boone Valley Golf Club; or

2. All players arriving late should notify the Championship Administration office at the USGA (908) 234-2300 (if before July 17). After July 17, please contact the USGA Director of the U.S. Junior Amateur Championship. (Please see Memorandum to Players for contact information.) Place may be forfeited by a player from whom no word has been received by 2 P.M. on Saturday, July 21.

Practice Privileges

Privileges of Boone Valley Golf Club are extended to qualified players in the Championship on Saturday, July 21 and Sunday, July 22. Players may sign up for practice rounds only during registration at Boone Valley Golf Club.

Accommodations

Information concerning accommodations will be provided to qualifiers upon completion of Sectional Qualifying. Exempt players will receive this information from the USGA office. An effort will be made to provide housing in private homes for those who desire it.

Players' Dinner

Sunday, July 22, 6:30 P.M. - The USGA cordially invites all players to a dinner in their honor at the Kemp Auto Museum. An invitation will be given to each player in the packet of information he will receive upon completion of Sectional Qualifying.

Location; Transferring

Players' preferences for Sectional Qualifying locations must be designated on the entry. If a Sectional Qualifying location has more players than can be accommodated, some players may be transferred to another location and the date for qualifying may be different than the original requested date. Transfer will be based on the date of receipt of entry application. Transfers are final. No qualifying site is final until after entries close. Transfer from one qualifying location to another is not permissible after entries close.

Sectional Qualifying will be over 36 holes. (Note: Because of the size of the field, an 18-hole cut may be necessary at some Sectional Qualifying locations. This may not be determined until after entries close.)

Qualifiers' Places; Ties; Substitutions

The number of qualifiers' places in each location will be determined by the USGA after entries close, based on size and playing quality of the field.

A tie for the last qualifier's place or an alternate's place will be decided immediately by a hole-by-hole play-off.

Substitutions in order of qualifying scores will be allowed for qualifiers unable to compete in the Championship.

If a Sectional Qualifying location cannot fill its qualifiers' places, or if an exempt player withdraws, the place made available will be reallotted to another location. A reallotment schedule will be prearranged by the USGA.

If a player withdraws before playing a stroke in the Championship proper, a substitution is allowed. Only the USGA may make such substitutions.

Alternates have no status at the Championship.

Acceptance of Places; Notice of Withdrawal

On the day of Sectional Qualifying, every qualifier should notify the Official in Charge whether he will play in the Championship.

If a qualifier or an exempt player withdraws, he must notify the USGA (908-234-2300) promptly in order to insure an alternate fair opportunity to play. Failure to comply may result in disqualification from future USGA competition.

Exemptions

Players in the categories listed on the exemptions page will be eligible for exemption from Sectional Qualifying (if otherwise eligible). Exempt players who wish to participate in the Championship must file an entry. Exempt players need not meet the handicap requirement. *(NOTE: The USGA will file blank entries for those players who become exempt after the close of entries.)

Conditions; Schedules

The USGA Championship Committee/on-site Rules Committee reserves the right to alter any of the conditions, provisions and/or schedules herein. The decision of the Championship Committee/on-site Rules Committee in any matter will be final.

Personal Appearance

Players must be neat in appearance with respect to personal grooming and clothing.
