CHAMPIONSHIP
Entries are open to amateur golfers who since January 1 of the current year have been bona fide public course players with an up-to-date men’s Handicap Index® not exceeding 8.4 under the USGA Handicap System™. A Handicap Index must be issued from a “golf club” (as defined in the “USGA Handicap System” manual) which is licensed to use the USGA Handicap System. Players may not have held privileges of any course which does not extend playing privileges to the general public or privileges of any private club maintaining its own course. Players seeking a golf cart due to disability may only submit a written entry and may not file an entry via the Internet (see Transportation). Players requesting permission to use items on the List of Equipment permitted conditionally for medical reasons, please refer to www.usga.org/equipment/medical/general_guidelines.html for details.

EXCEPTIONS: A bona fide public course player may hold incidental privileges of a course not open to the public when such privileges are provided by (1) an educational institution at which he (for this Championship, the gender referenced is understood to include both genders) is a student; this includes members of a golf team when privileges are awarded at private facilities, the entire team on an equal basis, and are only available during the traditional school year competitive golf season (including post season play which may include Conference, State and National Championships), or (2) a federal armed service of which he is a member or retired member, or (3) an industry by which he is employed or from which he is retired.
Entries are subject to rejection at any time (including during the Championship) by the USGA. The reason for rejection may include unbecoming conduct.
Age: Players are required to list their ages and dates of birth on all USGA entry forms.
In addition to listing their ages, all players who are minors in the state in which they reside (e.g., New Jersey, under the age of 18) must also list a parent/guardian and family physician with the appropriate phone numbers. The application must also be signed by the same parent/guardian. An Internet entry for a minor must be submitted by a parent/guardian. Failure to comply with the requirements set forth in this paragraph will result in rejection of the entry.
Amateur Status: All players must conform with the “USGA Rules of Amateur Status” as specified in “The Rules of Golf.”
Entries: Form, Fee, Closing Date

All players, including those exempt, must complete an entry application (form attached). Players may also file online at the USGA website (www.usga.org) or download the form for mailing. Only those players for whom blank entries are filed by the USGA as noted in the section on exemptions will not be required to submit entry applications. Only one entry may be filed per player. The USGA reserves the right to disqualify anyone who submits more than one entry.
Entry fee of $50 must be paid by every player. Entry fee will be refunded regardless of reason if the USGA (908-234-2300) is notified before the close of entries. After the close of entries, fee will be refunded in the event of injury or illness, if requested by July 9. No refund for any reason after July 9. A $15 service charge will be deducted from all refunds.
Players may be required to pay green fees at qualifying sites. Please do NOT send monies for green fees to the USGA.

Late applications are not acceptable and will be automatically rejected.
(Entries by telephone, telegraph or FAX are not acceptable.)
Time limit for entries means time of receipt at USGA (not time entry is sent to USGA).
Entries should be submitted early to allow ample time for delay or error in transmission. The risk of delay or error in transmission lies solely with the entrant and the USGA will have no liability with respect to any such delay or
error and the consequences therefrom, including rejection of the entry.
Schedule

Competition will be in three stages.
1. Sectional Qualifying - 36 holes stroke play for all except exempt players listed herein. (Note: Because of the size of the field, prequalifying and/or an 18 hole cut may be necessary at some Sectional Qualifying locations-this may not be possible to determine until after entries close.) Schedule inside.
2. Championship -156 players eligible, including exempt players:
(A) STROKE PLAY - 36 holes stroke play to determine 64 qualifiers for match play (and team champion). All sectional qualifiers and exempt players must compete. A tie for last qualifier's place will be decided immediately by a hole-by-hole play-off:
MONDAY, JULY 9: First round, 18 holes.
TUESDAY, JULY 10: Second round, 18 holes.
(B) MATCH PLAY - General numerical draw will be used. For purposes of determining places in the draw, ties in qualifying rounds will be decided by a blind draw, except that places of those participating in a play-off will be determined by the order on the public score board summary and by performance in the play-off.

In event of a tied match, (a) the winner will be decided immediately by a hole-by-hole play-off and (b) the stipulated round is deemed to extend to as many holes as are required for a match to be won.

CHAMPIONSHIP
WINNER: Gold medal and custody of the James D. Standish, Jr., Cup for the ensuing year, subject to such conditions as the USGA may establish.
RUNNER-UP: Silver medal.
OTHER SEMIFINALISTS: Bronze medals.
LOWEST QUALIFYING SCORER: Bronze medal; if a tie, duplicate medals will be awarded.
NO OTHER REMUNERATION: By his application, the player acknowledges that he is not entitled to remuneration of any kind for participation in the Championship other than prizes above.
SECTIONAL QUALIFYING
LOWEST SCORER FOR 36 HOLES IN EACH LOCATION: Silver medal; if a tie, duplicate medals will be awarded.
Rules of Golf; Close of Competition

Play will be governed by “The Rules of Golf” as approved by the USGA. Questions will be settled by the on-site Rules Committee, whose decision will be final. The result of each match is deemed to be officially announced when the result has been posted on the public scoreboard and approved by the Committee. The competition is deemed to be closed when the Championship trophy has been presented.
Golf Balls; Driver Heads

Only brands of golf balls on the most current USGA List of Conforming Golf Balls and driver heads on the most current USGA List of Conforming Driver Heads may be used. These lists are updated and may be found on the USGA website at www.usga.org or by contacting the USGA Technical Department at (908) 234-2300. The so-called "One-Ball Rule," the optional condition prescribed in “Appendix I” of “The Rules of Golf,” will be in effect.
Footwear

It is a condition of the competition, including at all qualifying sites and the Championship proper, that shoes with traditionally-designed spikes (regardless of composition, i.e., ceramic, plastic, etc.) or spikes, regardless of design, comprised either entirely or partially of metal (if such metal may come in contact with the course) are prohibited during the stipulated round. Penalty for breach of this condition: DISQUALIFICATION.
Caddies

Qualifying Rounds - A player may provide his own caddie. If he wishes to have the host club furnish a caddie, he should ask the Official in Charge because sufficient caddies may not be available at the host club.
Championship proper - A player may provide his own caddie. If he wishes to have a caddie provided to him by the host club, he must complete the information as outlined in the Memorandum to Players which he will receive once his eligibility for the Championship is confirmed.
A player is not required to employ a caddie for any stage of the Championship.
Transportation

Players must walk at all times during a stipulated round. The optional condition prescribed in “Appendix I” of “The Rules of Golf” will be in effect.
Anyone (player or caddie) seeking a golf cart due to a disability as defined under the Americans With Disabilities Act (ADA) should log onto www.usga.org/champs/ada or contact the USGA at (908) 234-2300 to obtain information on procedures for submitting such requests. All such requests and required information must be submitted to the USGA simultaneously and together with the original entry application in writing, and received by the USGA no later than 5:00 p.m., Wednesday, May 30, 2007. Facsimile, phone or on-line submissions not accepted. Requests due to temporary injuries or impairments that do not qualify as a permanent disability under the ADA will not be granted. In the event of a change in medical condition subsequent to submission of entry application, written submission of all documentation must be received by USGA no later than 7 days before event. At certain qualifying sites, there may be carts available only for caddies on a first-come, first-served basis (See schedule). Cart availability for caddies during the Championship proper or for players at any stage are available only for those who are ADA-qualified and who have complied with the above procedures.
Time of Starting

The optional condition for time of starting prescribed in “Appendix I” of “The Rules of Golf” will be in effect.
Publicity and Promotion; Broadcasting

The USGA may arrange for (i) promotion of the Championship, for radio and television broadcasting and other exhibition and publication of the Championship or excerpts thereof in various media, including so-called "online" or "new media" and (ii) the design, manufacture and sale of merchandise which commemorates or memorializes the Championship, throughout the world. By this application, the player consents to the use by the USGA, or persons authorized by the USGA, of his name, likeness, voice and references to him and photographs and other images of him and his play connected with his appearance in the Championship, or any portion(s) thereof, in connection with such media promotion, broadcasting and other exhibition and publication of the Championship and design, manufacture and sale of commemorative merchandise.The USGA may utilize the rights granted it hereunder in connection with the promotion and/or commemoration of the 2007 Championship as well as future Championships, other USGA Championships and the USGA.
The cooperation of players with authorized representatives of the media is required, provided that no pre-Championship activities outside of those activities which are part of the Championship will be required and provided that the player's Championship play is not unreasonably interfered with.
Registration at Cantigny Golf Club

By 2 PM. on SATURDAY, JULY 7, eligible players must:
1. Register in person at Cantigny Golf Club; or
2. All players arriving late should notify the Championship Administration office at the USGA (908) 234-2300 (if before July 3). After July 3, please contact the USGA Championship Director. (Please see Memorandum to Players for contact information.) Place may be forfeited by a player from whom no word has been received by 2 P.M. on Saturday, July 7.
Practice Privileges

Privileges of Cantigny Golf Club are extended to qualified players in the Championship on July 7 and 8.
Accommodations

The USGA Championship Committee/on-site Rules Committee reserves the right to alter any of the conditions, provisions and/or schedules herein. The decision of the Championship Committee/on-site Rules Committee in any matter will be final.
Location; Transferring

Sectional Qualifying location must be designated on the entry.
Sectional Qualifying will be over 36 holes. (Note: Because of the size of the field, an 18 hole cut may be necessary at some Sectional Qualifying locations. This may not be possible to determine until after entries close.) Transfer from one Sectional Qualifying location to another is not permissible after entries close.
Qualifiers' Places; Ties; Substitutions

The number of qualifiers’ places in each location will be determined by the USGA after entries close, based on size and playing quality of the field.
A tie for the last qualifier's place, for an alternate's place or for a place on a team will be decided immediately by a hole-by-hole play-off.
Substitutions in order of qualifying scores will be allowed for qualifiers unable to compete in the Championship.
If a Sectional Qualifying location cannot fill its qualifiers' places, or if an exempt player withdraws, the place made available will be reallotted to another location. A reallotment schedule will be prearranged by the USGA.
If a player withdraws before playing a stroke in the Championship proper, a substitution is allowed. Only the USGA may make such substitutions.
Alternates have no status at the Championship.
Acceptance of Places; Notice of Withdrawal
On the day of Sectional Qualifying, every qualifier should notify the Official in Charge whether he will play in the Championship.
If a qualifier or an exempt player withdraws, he must notify the USGA (908-234-2300) promptly in order to insure an alternate fair opportunity to play. Failure to comply may result in disqualification from future USGA competition.
Exemptions from Sectional Qualifying

Players in the categories listed on the exemptions page will be eligible for exemption from Sectional Qualifying (if otherwise eligible). Exempt players who wish to participate in the Championship must file an entry, except those players for whom blank entries are filed as noted. Exempt players need not meet the handicap requirement. (*NOTE: The USGA will file blank entries for those players who become exempt after the close of entries.)
Team Championship

Teams: Each qualifying location which has at least two players eligible for the individual Championship as determined through Sectional Qualifying may be represented by one team.
A team will consist of the two lowest scorers in its Section's Qualifying Round. If an exempt player desires to be on a Sectional Qualifying location’s team, he must compete in Sectional Qualifying to determine only his eligibility for the team (this will not affect his automatic eligibility for the individual Championship or the number of qualifiers' places allotted to his location).
If a player withdraws before playing a stroke in the Championship, substitutions in the order of qualifying scores will be allowed. Any team substitution must be a player who has qualified to play in the Championship field at the same Sectional Qualifying location.
How decided: The Team Championship will consist of 36-holes stroke play on Monday and Tuesday, July 9 and 10. In each 18-hole round, the total scores of the two players of each team will constitute the team score for that round. The total of the two-player team scores for the two rounds will be the team's score for the Championship. The Champion will be the team with the lowest such total score for 36 holes. If a tie for the Championship occurs, the teams concerned will play-off, hole-by-hole, until a winner is determined. The total scores of the two players will be the team score for each hole. Any such play-off will be conducted separately from, and following a play-off to determine the match play field, if necessary (i.e., only if a player would otherwise be involved in both play-offs).
Prizes: WINNING TEAM: Custody of the Hon. Warren G. Harding Cup for the ensuing year, subject to such conditions as the USGA may establish.
EACH MEMBER OF WINNING TEAM: Silver Medal.
Interpretations of Eligibility Rule

Exceptions:
A bona fide public player may hold incidental privileges of a course not open to the public when such privileges are provided by:
1. An educational institution at which he is a student; this includes members of a golf team when privileges are awarded at private facilities, the entire team on an equal basis, and are only available during the traditional school year competitive golf season (including post season play which may include Conference, State and National Championships); or
2. A federal armed service of which he is a member or retired member; or
3. An industry by which he is employed or from which he is retired.
Following are some interpretations of the Eligibility Rule that may be of help to you. (Note: Interpretations apply also to situations where a player, through his spouse or parent/guardian, has privileges at the course in question):
A. A bona fide public links player is a member of a scholastic golf team. Through his involvement with the scholastic golf team he has access to a non-institution owned private course but only during the scholastic golf season.
Interpretation: The player is eligible.
B. A bona fide public links player is a member of a scholastic golf team. Through his involvement with the scholastic golf team he has access to a non-institution owned private course on a year round (i.e. 12 month) basis.
Interpretation: The player is ineligible.
C. A player is a bona fide public links player. However, for the past few years he has been a student at a university that has a private course available only to students of the university. He has been and will continue to be away from home for the biggest part of each year and thus plays the majority of his golf at the university course with the balance on public courses.
Interpretation: The player is eligible.
D. As an alumnus of a certain college, a player has privileges at that college's course that is private or open to the public on a very restricted basis. How much golf may he play at the college course and still be eligible?
Answer: Ten or fewer 18-hole rounds between January 1st of the current year and the first day of the Championship.
E. A public links player enters military service and then has access to a military course from which the general public is excluded.
Interpretation: The player is eligible.
F. A player has privileges for two or more days each week at a private university, military, or corporate membership course where he works. He is not a student at the university, enrolled in the armed services, or a representative of a corporation with a membership at the course.
Interpretation: The player is ineligible.
G. A player is a caddie or employee at a private club and therefore has privileges there one day a week, but plays the remainder of his golf at a public facility.
Interpretation: The player is eligible.
H. A player is a caddie or employee at a private club and therefore has privileges at the course two or more days a week. He also plays at XYZ public course.
Interpretation: The player is ineligible.
I. A player whose spouse or parent/guardian is a member of a private club has the privileges of the club but plays all his golf on a public course.
Interpretation: The player is ineligible.
J. A player has a social membership at a private club that has a golf course. However, his membership does not entitle him to play any golf there.
Interpretation: The player is eligible.
K. A player has a membership at a private club purely on a social basis. His social membership entitles him to six rounds of golf per year and to all other facilities of the club. The membership is not defined as a golfing membership. The player plays a great deal of golf, but it is played primarily at public courses.
Interpretation: The player is ineligible.
L. A player's spouse or parent/guardian belongs to a private club which permits residents from that town to pay a green fee and play up to but no more than 5 rounds of golf a year.
Interpretation: The player is ineligible.
M. A player maintains a USGA Handicap Index® at a private club.
Interpretation: The player is ineligible.
N. A player has daily privileges at a club that is private during some days and open to the public on the remaining days.
Interpretation: The player is ineligible.
O. A player has privileges at a resort course. The resort allows only resort guests and perhaps a private membership to play there; there is no restriction as to who may stay at the resort, or as to which days resort guests may play.
Interpretation: The player is eligible.
P. A club is public, however, it is only open to people who reside in the county where the club is located. A player belongs to the club, i.e. buys a season membership.
Interpretation: The player is eligible.
Q. A player is a member of a course that is open to the general public every day. However, non-membership play is restricted as to the number of rounds a non-member may play there each year.
Interpretation: The player is ineligible.
